EU to fund "pre-competitive work" of drug discovery

Apparently EU will fund the “pre-competitive” work of Discovery involving common solutions to issues in drug development, so no individual company stands to gain a competitive advantage.

What do you think are the components of Drug Discovery & Drug Development that may be catagorized as “pre-comptetitive” and for which the Industry can avail of the funds?
